On October 30, 2009 Yuri Pavlenko, Minister of Family, Youth, and Sport signed decree #3813. Decree #3813 states, due to the spread of H1N1 in Ukraine, that beginning today (Wednesday, November 3, 2009) the SDA will temporarily suspend Ukrainian and foreign prospective adoptive parents from visiting children referred to the potential adoptive families. It is our understanding that the SDA will continue to refer children to potential adoptive families but that families will not be able to visit the children. It is anticipated that the moratorium will last a minimum of three to six weeks, unless the government determines other measures are necessary.
It is our understanding that the functional effect of decree #3813 is the suspension of intercountry adoption in Ukraine during this time period. Joint Council will continue to update through our website as information becomes available.
